Les détaillants devront détenir un permis de Santé Canada et du Bureau de contrôle du cannabis de Kahnawake. Un organisme créé pour gérer, dans la réserve, la substance rendue légale par le gouvernement canadien. Cette instance émettra aussi des permis pour la culture et la distribution de marijuana. En attendant qu’elle soit opérationnelle, la vente de cannabis reste interdite à Kahnawake. Lorsqu’elle sera permise, les non-autochtones payeront plus cher que les autochtones. Un supplément sera imposé aux non autochtones pour «être équitable» avec le marché du cannabis à l’extérieur de la réserve, indique la loi. Les royautés seront remises au conseil mohawk. Elles serviront à financer des activités communautaires, des projets socioéconomiques et des activités éducatives, notamment en prévention concernant la drogue. Le conseil mohawk a fixé à 21 ans l’âge légal pour consommer du cannabis. L’objectif principal de la loi est de protéger la santé et la sécurité des Mohawks de Kahnawake, de limiter l’exposition des jeunes à la marijuana et décourager les activités illégales liées au cannabis sur le territoire, détaille le conseil de bande dans un communiqué.
Green light for sale of cannabis
The Mohawk Council of Kahnawake (MCK) on December 10 adopted a law authorizing the sale of cannabis on its territory. The merchants will have to hold a permit from Health Canada and the Cannabis Control Board, a group created to manage on the reserve the substance rendered legal by the federal government. This process will also issue permits for the culture and distribution of marijuana. While waiting for it to become operational, the sale of cannabis remains forbidden in Kahnawake. When it will be permitted, non-natives will pay more than the aboriginals. To preserve fairness in the cannabis market within and outside the territory, a supplement will be imposed on non-natives, the law stipulates. Royalties will be given to the MCK. They will serve to finance community activities, socio-economic projects and educational activities, notably concerning drug prevention.
