(English follows) Deux candidats à des postes de conseillers dans l’équipe de Pierre-Paul Routhier proposent de mettre un terme à la «culture politique bureaucratique» et d’introduire ce qu’ils nomment «le management participatif» au sein de l’appareil municipal châteauguois.
«Depuis que j’ai débuté mon porte-à-porte et multiplié les rencontres avec les citoyens de mon district, je ne cesse d’entendre des suggestions au sujet de l’amélioration du service à la clientèle de la Ville», signale Éric Corbeil, candidat au poste de conseiller dans le district de Robutel (#3). Ce dernier, qui compte 20 ans d’expérience dans le domaine de la communication organisationnelle, indique-t-on dans un communiqué le 28 septembre, propose une démarche participative. «Les décisions ne doivent plus être prises en huis clos, il faut collaborer, conseiller, mobiliser les employés municipaux, déléguer le pouvoir. Je suis certain que nous avons de nombreux talents à la Ville, mais leur contribution est rarement mise à profit», soutient le candidat.
Démocratie participative
Le conseiller sortant dans le district de la Noue (#1), Barry Doyle, qui sollicite un nouveau mandat sous les couleurs d’Équipe Routhier Team, dit quant à lui constater «avec grand désarroi que l’administration municipale actuelle est aussi inflexible et ankylosée qu’une grande organisation», fait-il valoir dans le même communiqué.
Appuyés par leur chef Pierre-Paul Routhier, les deux conseillers proposent d’instaurer «une culture de collaboration à tous les niveaux, à commencer par les élus», disent-ils. «Il faut arrêter de travailler en silo, nous voulons une culture de collaboration. Innovons et prenons exemple sur l’Europe qui expérimente actuellement un principe de consultation permanente de la population», conclut le candidat à la mairie Pierre-Paul Routhier.

Chateauguay elections: Routhier Team wants to institute «a participatory democracy»
Two candidates for councillor positions on the team of mayoral candidate Pierre-Paul Routhier are proposing to put an end to the « bureaucratic political culture » and to introduce what they are calling « participating management » at the institution of the Chateauguay municipal system.
@R:«Since I began my door-to-door visits and multiplied the meetings with the citizens of my district, I keep hearing suggestions on the subject of improving service to the City’s clientele, » reports Eric Corbeil, an aspiring councillor in Ward 3 Robutel. Corbeil, who has 20 years’ experience in the organizational communications domain, according to a communique dated September 28 believes that the problem comes from the top, and not from municipal employees, who, he says, « are doing excellent work in spite of the lack of leadership and the absence of coherence of decisions made by the current mayoress. »
He proposes a participatory approach. « The decisions must not be taken behind closed doors. We must collaborate, advise, mobilize the municipal employees, and delegate the power. I am sure that we have numerous talents in the City, but their contribution is rarely used as a benefit, » the candidate submits.
Participatory democracy
Barry Doyle, the outgoing councillor in Ward #1 La Noue, who is seeking re-election under Routhier Team colours, says he personally has noticed « with a huge feeling of helplessness that the current municipal administration is as inflexible and stiff as a big organization, » he notes in the same communique. «Nothing moves ahead because the mayoress and the current councillors from her party take the decisions and all decisions made are strictly political. There is no real preoccupation to be of service to the citizens, to cooperate for the best service for the population, » he says.
Supported by their chief Routhier, the two councillors are proposing to install « a culture of cooperation on all levels, beginning with the elected officials, » they say. « We have to stop working in isolation; we want a culture of cooperation. Let us innovate and take an example from Europe which is currently experimenting with a principal of permanent consultation with the population, » Routhier concludes.
