(English follows) Un projet d’achat d’un immeuble pour y aménager différents services municipaux, dont la salle du conseil et la cour municipale de la Ville de Châteauguay, n’a pas reçu l’appui des conseillers de cette ville, à la séance du 17 septembre.
Sept d’entre eux ont voté contre le règlement d’emprunt de 550 000$ qui aurait permis à la municipalité d’acquérir l’immeuble qui abritait l’ancienne Caisse populaire de Châteauguay, au 65, rue Principale. «Il y a encore trop d’inconnus concernant les coûts» a exprimé le conseiller Marcel Deschamps pour expliquer son opposition au projet, et je suis encore échaudé par l’achat de l’ancien marché Laberge par la Ville», a-t-il ajouté en précisant qu’il n’était pas contre le projet si les coûts l’entourant se précisaient. Le conseiller indépendant François Le Borgne, qui a aussi voté contre, a exprimé des préoccupations similaires en invitant le conseil à avoir «une réflexion plus globale» et en considérant «l’ensemble des bâtiments disponibles sur Châteauguay». Le conseiller Michel Énault a fait cavalier seul en votant en faveur du projet, dans un conseil pourtant formé de sept membres de la même équipe (celle du maire Routhier).
Le bâtiment concerné se situe dans le secteur du Vieux Châteauguay, à moins d’un kilomètre du bâtiment abritant la mairie. La Ville a déjà acquis, dans le même secteur, l’ancienne Libraire Boyer (démolie afin de permettre l’alignement de la rue Wilbrod au boulevard D’Youville), l’ancien Marché Laberge (qui a été revendu) et la maison Moïse-Prégent (toujours en attente d’un acheteur).
Council votes against purchase of a building
A project of buying a building for managing various municipal services there, including the council hall and the City of Chateauguay municipal court, did not receive the support of City councillors at the public meeting of September 17. Seven of them voted against the loan bylaw of $550,000 which would have enabled the municipality to acquire the building which housed the former Chateauguay Caisse Populaire at 65 Principale street. ‘’There are still too many unknown factors regarding the costs,’’ expressed councillor Marcel Deschamps to explain his opposition to the project, ‘’and I am still scalded by the purchase of the former Laberge market by the City,’’ he added, while specifying that he was not against the project if the costs surrounding it were spelled out.’’ Independent councillor Francois Le Borgne, who also voted against it, expressed similar preoccupations while inviting the council to have ‘’a more global reflection’’ while considering ‘’all the buildings available in Chateauguay.’’ Councillor Michel Enault was the lone trooper voting in favour of the project on a council however formed with seven members of the same team (that of Mayor Pierre-Paul Routhier). The building concerned is situated in the Old Chateauguay sector, less than a kilometre away from City Hall. The City already acquired, in the same area, the former Librairie Boyer (demolished in order to permit the alignment of Wilbrod street with D’Youville Blvd.); the former Laberge market (which has been resold), and the Moise-Pregent house (still awaiting a buyer).
