(English follows) Châteauguay vient de donner le feu vert à deux projets commerciaux sur son territoire.
Les élus ont d’abord donné leur aval au projet de rénovation du Centre Régional sur le boulevard D’Anjou. Ils ont à cette fin adopté, lors de la séance du conseil du 19 mars, le règlement final assouplissant le zonage de ce secteur, en plus d’autoriser la construction d’immeubles séparés dans le stationnement de l’immeuble concerné. «S’il y a des gens du groupe MACH ou Quint (les propriétaires) dans la salle, vous pouvez déjà quitter pour aller commencer les travaux, a exprimé le maire Pierre-Paul Routhier après l’adoption du règlement par les élus. Vous aviez avant certaines contraintes, eh bien c’est fini les contraintes. Là, le plan que vous avez déposé, c’est quelque chose de beau, qui va permettre la revitalisation de ce secteur. Ça va être le point de départ d’une forme de revitalisation de toute la ville» a-t-il renchéri.
Il a par ailleurs spécifié que les commentaires des citoyens à l’égard de ce projet, émis lors de la soirée de consultation du 19 février, ont été pris en compte par les propriétaires, qui ont, dit-il, modifié leurs plans par rapport à certaines choses, dont la sécurité des piétons.
Dépanneur avec station-service
Le conseil a également adopté le règlement final autorisant le déploiement du projet de dépanneur avec station-service à l’intersection des boulevards Brisebois et René-Lévesque. Le conseiller indépendant François Leborgne a demandé le vote sur le règlement, auquel il s’est opposé. Les sept autres conseillers l’ont approuvé. M. Leborgne a entre autres évoqué les directives émises dans la Politique gouvernementale des saines habitudes de vie en milieu municipal pour justifier son opposition. Ce, en regard du restaurant de type fast-food qui pourrait s’installer dans l’un des locaux que les promoteurs souhaitent aménager sur le site, alors qu’une école secondaire se trouve à proximité. «Je pense que si on autorise le projet tel quel, on n’aura pas le moyen de transiger avec le promoteur pour lui demander de laisser tomber la restauration rapide par la suite, parce qu’on va être pris avec du droit acquis», a-t-il exprimé.
Concernant le problème de sécurité des piétons soulevé par des citoyens lors de la consultation publique sur le projet qui s’est déroulée le 19 février, le maire Routhier a indiqué qu’un brigadier scolaire sera présent dès que la station-service et le dépanneur seront en opération. «Ce, jusqu’à ce que le MTQ installe des lumières pour piétons aux feux de circulation» a-t-il spécifié.
Des bornes de chargements électriques sont également prévues au projet du promoteur.
Green lights for two commercial projects
Chateauguay has just given the green light to two commercial projects on its territory.
Chateauguay’s elected officials first gave their endorsement to the project of renovating the Regional Shopping Centre on D’Anjou Blvd. For this purpose they adopted , at the City Council meeting of March 19, the final bylaw softening the zonage of this sector , in addition to authorizing the construction of buildings separated in the parking lot of the building concerned.
‘’If there are some people from the MACH group or Quint (the landlords) in the hall, you can already leave to go and start the (construction) works,’’ suggested Mayor Pierre-Paul Routhier following the adoption of the bylaw by the city councillors. Before, you had certain constraints but these constraints are over. Now, the plan you have deposited is a thing of beauty that will enable the revitalization of this sector. This is going to be the starting point of a type of revitalization of the entire city,’’ he went further.
Moreover, he specified that the comments of the citizens concerning this project, emitted during the consultation evening of February 19, were taken into account by the owners, who according to the Mayor have modified their plans regarding certain things, including the safety of pedestrians.
Corner store with service station
The Council also adopted the final bylaw authorizing the deployment of the project of a convenience store with a service station at the intersection of Brisebois and Rene Levesque boulevards. Independent councillor Francois Leborgne asked for the vote on the bylaw, to which he is opposed. The seven other councillors approved it. Leborgne, among other things, evoked the directives emitted in the governmental policies of healthy life habits in the municipal milieu to justify his opposition. This, in regard to the fast-food type restaurant that could be installed in one of the spaces that the promoters wished to lay out on the site, since a high school exists nearby.
‘’I think that if one authorizes the project such as that, we will not have the means to compromise with the promoter to ask him to drop the fast-food restaurant afterwards, because we are going to be stuck with an acquired right,’’ he expressed.
Concerning the safety problem of pedestrians brought up by some citizens at the February 19 public consultation on the project, Routhier indicated that a school crossing guard will be present as soon as the service station and the convenience store are in operation. ‘’This, up to the time when the MTQ installs lights for pedestrians (to cross the street) at the traffic lights,’’ he specified.
Terminals with electric charges are also foreseen for the promoter’s project.
